Mladost Lucani withdrew voluntarily to the 2nd level at the end of the season for financial reasons. Their place was not logicaly taken by 10-placed Smederevo or 3rd placed team from 2nd level BSK Borca. Football Federation of Serbia make decision that Banat remains in 1st level (11-placed team, 8 points behind Smederevo). Explanation of this decision does not make any sense, so we won't wrote it.
